In November 2000, in San Francisco, a meeting of the American Society of Criminology discussed the extraordinary fact that from 1991 onwards, violent crime in the US had begun to fall. Homicide had dropped by 35% between 1991 and 1998. The author takes up the story of public policy and falling crime rates round the world.
