The author argues that to date many in positions of power hide behind their inclusion of 'children' as a justification for facilitating child voice. More recent conceptualisation of the child as a social agent in their world still falls short of accessing and representing views of children under five years of age (Hogan, 2004; Waller 2006; Birbeck and Drummond, 2007).
